The Thule Apex # TH9025XT fits a Class I hitch but even though it can hold 4 bikes you are still limited to 2 bikes. This is a limitation of Class I trailer hitches. In order to carry 4 bikes you would need a combination of a trailer hitch mount rack and a roof rack set up.

I may have a solution for you. However, you aren't able to use the Yakima DoubleDown Ace on your 2017 Toyota Prius Prime to carry four bikes. The hitch receivers for your vehicle, like the Draw-Tite # 24966, are Class I receivers and the DoubleDown Ace fits Class II and Class III receivers. I contacted Draw-Tite about the trailer hitch receiver # 24966. They haven't had the chance to test it on a 2018 Toyota Prius Prime yet but they believe it'll carry over. This is only the second year of the current generation of the Prius Prime so it's unlikely Toyota has made enough changes to make the hitch not fit.
